Moore storm shelter permit: what the application asks for
Summary of the City of Moore's Storm Shelter Permit Application and Building Permits & Inspections page. Not legal advice; confirm with the city.
Where to apply
Moore takes permits and inspections through its online portal, linked from the city's Building Permits & Inspections page. Inspections Division: 301 N. Broadway, (405) 793-5051, [email protected]. If you aren't sure whether you need a permit, the city says to call. We did not find a published storm shelter fee, so ask when you apply.
What the application includes
- Project details: residential or other, in-ground or above-ground safe room, where it goes (garage, backyard, in-house, side or front yard), estimated cost (parts and labor), and whether the property is within or touching the 100- or 500-year flood zone.
- Shelter registration details on the same form: an emergency contact who is not in the shelter, how many people it can hold, whether emergency supplies will be inside, and any special medical needs.
- Applicant, installer/contractor and owner information, plus tenant details for rental houses. The form notes the installer will perform all third-party inspections needed to comply with FEMA minimum regulations.
Submittal checklist
- Outdoor shelter: a site plan with lot lines and dimensions, setbacks, existing and proposed structures and utilities, easements, flood zone boundary, drainage arrows and driveway.
- Indoor shelter: a floor plan showing the shelter's distance from walls, door and garage door locations, water heater, breaker box and HVAC, and whether any structural load sits on the shelter.
- Documentation: a signed and stamped engineer design labeled with the construction address, manufacturer specifications if applicable, and an elevation certificate if the property is within or touches the flood zone boundary.
Garage installs
For a shelter in a garage, the city's checklist says the permit will note the required working clearance in front of electrical equipment (36 in. deep by 30 in. wide, such as at the breaker panel or meter box) and 30 in. by 30 in. in front of appliances like a water heater or HVAC. Plan your shelter location around them.
Electrical, mechanical, plumbing
The application states that all electrical, mechanical and plumbing work must be done by contractors licensed with the state and the City of Moore.
